11 August 2025, Geneva, Switzerland/Quezon City, Philippines — With just three days left before the final round of negotiations for a Global Plastics Treaty comes to a close in Geneva, Switzerland, civil society groups, scientists, and community representatives warn that talks are veering off course, risking a weak agreement that fails to protect people and the planet from plastic pollution.
Greenpeace Philippines Zero Waste Campaigner Marian Ledesma, in Geneva for the negotiations, raised alarm over mounting industry influence and the attempts of oil-producing states to water down the treaty’s scope, focusing only on waste management and excluding measures to cut plastic production and address health impacts.
“We are running out of time,” Ledesma said. “A watered-down treaty that ignores plastic production cuts would be a betrayal of the millions of people counting on their leaders to protect health, human rights, and the environment. A weak treaty will be nothing more than a fig leaf for polluters. World leaders promised ambition, and ambition means tackling the problem at its source, not passing the burden to communities already drowning in plastic.”
Concerns over undue influence have grown as reports show hundreds of fossil fuel and petrochemical lobbyists attending past sessions—far outnumbering health and environmental experts. Advocates say this imbalance threatens to derail the process and weaken the treaty at the expense of people and the planet.
In the Philippines, over 80 civil society organizations, academic institutions, and businesses have urged the Department of Environment and Natural Resources (DENR) to align with countries pushing for ambitious production reduction targets and upstream solutions such as reuse and refill systems. In response, the DENR has affirmed its support for a full life cycle approach to plastics—addressing pollution from extraction to disposal—echoing calls from scientists and advocates worldwide.
“This Global Plastics Treaty is a way forward for us to solve our situation on waste,” said Atty. Janice Regoso-Pammit, Chief of the Legal Division and Concurrent Board Secretary of the Pollution Adjudication Board of the Environmental Management Bureau. “Issues on health, product design, financial mechanism, release and leakages, waste management, the whole life cycle of plastics, the extended producer’s responsibility, and the transparency and traceability are key points that the Philippines submitted as our conference room paper for this INC 5.2.”
“Supporting a full life cycle approach internationally should mean adopting the same ambition at home by cutting plastic production, phasing out single-use plastics, and building strong reuse systems in the Philippines,” said Ledesma. “Anything less would betray the communities already suffering the impacts of plastic pollution.”
The groups continue to call on the government to:
Back a global target to cut primary plastic production.
Support the phaseout of common single-use plastics and toxic chemicals.
Establish zero-waste systems like reuse and refill.
Protect health through programs that uphold environmental rights.
Ensure inclusive consultations with youth, small businesses, and affected workers.
Push for fair financing and trade rules.
Ground the treaty in human rights, just transition, and sound environmental policy.

The full-day event brought together 30 participants who earned certifications in Agile 101 and AI/ML Workflow and AutoML. Both courses were facilitated by women leaders within the GCash tech teams, showcasing the company’s commitment to internal mentorship and representation.
While significant strides have been made to improve representation, women in tech still face structural challenges, including fewer mentorship opportunities, limited access to advanced training, and underrepresentation in leadership roles. By equipping women with essential technical skills and leadership tools, this program underscores GCash’s commitment to fostering a more inclusive and future-ready digital workforce.
“Technology doesn’t run on code alone; it runs on people. And that includes data professionals, agile thinkers, machine learning engineers, and especially, women who bring not just skills, but empathy, intuition, and insight into every solution they help build,” GCash Head of Data Governance Sara Venturina shared a reminder that the success of any tech innovation depends as much on people as it does on code.
The Agile 101 session introduced participants to the principles and frameworks of the Agile methodology, a foundational capability in modern tech environments. Meanwhile, the AI/ML Workflow and AutoML session provided hands-on experience with the machine learning lifecycle, including practical work with PyCaret, an open-source, low-code machine learning library.
In addition to technical instruction, the masterclass fostered a sense of community among participants. Throughout the day, attendees shared insights, exchanged ideas, and experienced firsthand the support of peers and mentors who understand the unique challenges that women face in the tech industry.
As Venturina said, “We know the tech world hasn’t always made it easy for women. But we also know this: when women are equipped with the right tools and the right community, we can excel and get far in this field.”

In the world of network marketing, success stories often begin with hardship—and Exequila Bulac’s journey is no exception. As the Foundress of SRS Firearies Dynasty under REDinc, her rise from financial despair to inspiring leader is a powerful testimony of faith, perseverance, and determination.
Before discovering REDinc, Exequila worked as an employee at a financing company. A proud high school graduate, she had already achieved what many with limited education could only hope for—employment in a major company. But like many, she soon realized that a modest educational background often comes with a modest paycheck.
Everything changed when she became a mother. Her child’s medical operation demanded a huge sum, and with limited income, Exequila fell into overwhelming debt—reaching as high as one million pesos. Faced with unimaginable pressure and uncertainty, she turned to prayer. And through divine timing, help came.
Her sister, Mentor Ely, introduced her to REDinc. Though she knew nothing about multi-level marketing (MLM), Exequila made the bold decision to try. Her mindset shifted: “Why not learn it? What if this is the way out of poverty?”
On August 8, 2018, her life took a new direction. With the support of mentors Yam ‘YG’ Gavales, Vanesa Gavales, Michael Majan, and Rona Capuyan, Exequila gradually learned the ropes and began earning—impressively landing in the Top 15 Earners during her first year, all while doing REDinc part-time. As the pandemic struck and many relied on government aid, Exequila and her siblings thrived. They poured every waking hour into online networking, running on just two to three hours of sleep. But for Exequila, exhaustion was worth it if it meant covering her child’s medical needs.
But God’s blessings didn’t stop there. Her commitment to REDinc allowed her to buy her own house and lot, begin paying off her million-peso debt, and spend more time with her child—something she could only dream of before.
In 2022, she pushed herself further by combining online and offline networking. Stepping into face-to-face marketing brought new challenges—fear, discomfort, rejection—but Exequila kept going. Her secret? She focused on her dreams, not her doubts. Her courage inspired not only her own progress but also that of her growing team.
“To my REDinc partners,” she says, “keep dreaming. No matter how many rejections or criticisms you face, never give up.
