The barangay is the basic level of governance or political unit that exists only in the Philippines. It serves as the primary planning and implementing unit of government policies, plans, programs, projects, and activities in the community. Recognizing their role as duty-bearers, Rex Education and the Center for Local Governance and Professional Development, Inc. (CLGPD) created the Edukampyon Local Governance Webinar Series.
With the call, “Alamin. Matuto. Makilahok,” the webinar series focused on helping barangay officials and local government units (LGUs) in deepening their understanding of their roles as public servants.
“What we aim for everyone to see is how policies and guidance from the top levels of our government are implemented on the ground with help and assistance from our local governments. What we want to leave behind with everyone is hope, borne of the realization that there are champions of education much closer to your homes, and that you too, can become champions of education,” said REX Education Chief Executive Officer Don Timothy Buhain during his opening message for one of the webinar episodes.
The webinar series is anchored on REX Education’s Edukampyon agenda: to champion education and help create an environment where every lifelong learner is healthy, safe, engaged, supported, challenged, and values-oriented. It also values the essential role of duty-bearers from various communities as Edukampyon themselves and contributors to nation-building.
This is where the critical role of the government comes in, as barangays and LGUs share in this task of championing education. As a partner in lifelong learning, REX Education provides platforms like the Edukampyon Local Governance Webinar Series to further push and ignite the passion for service of the nation’s servant-leaders, from the top to the grassroots, so they can serve their communities better.
A 9-Episode Series Seals Rex Education’s Support
This 9-episode series is a campaign to highlight the duties of LGU officials as champions of education. It also serves as an introduction and supporting material to Rex Education’s recent release, the Barangay Handbook on Leadership and Management, which is a set of handbooks covering laws, implementing rules and regulations (IRRs), program activities, and legal opinions for barangay officials to use as references.
The first two episodes tackle policies, programs, and systems of early childhood care and development in the Philippines.
Episodes 3 to 9 cover Barangay Governance; Barangay Social Services; Barangay Fiscal Management; Barangay Justice, Security, and Disaster Preparedness; and Barangay Accountability.
Each episode features keynote speakers who shared their expert insights on each topic, including:
- Hon. Epimaco Densing III, undersecretary for operations of the Department of Interior and Local Governance (DILG), who shared his expertise on Barangay Governance and the roles and responsibilities of the barangay officials under the Local Government Code of 1991;
- Kathrine Joyce Dellosa, medical officer for the Department of Health’s (DOH) Bureau of Local Health Systems and Development, who talked about the barangay framework when it comes to health response;
- Hon. Tonisito M.C. Umali, undersecretary for the Department of Education’s (DepEd) Legislative Affairs, External Partnerships, and Project Management Service, who covered learning continuity initiatives;
- Brenda Miranda and Mary Ann Rada of the Bureau of Local Government Finance (BLGF) on fiscal matters and budget management;
- Cheryl Navarro, disaster risk reduction focal person of the Department of the Interior and Local Government’s (DILG) National Barangay Operations Office;
- Elenida Del Rosario-Basug, director of the climate change service of the Department of Environment and Natural Resources (DENR); and
- Atty. Enrique Dela Cruz, Jr., municipal councilor of Baliuag, Bulacan, and lecturer at the University of the Philippines National College of Public Administration and Governance.
Each episode also includes experiences and best practices shared by different barangay exemplars, to encourage and inspire other barangays and LGUs.

I recently had the opportunity to try some buffalo wings and BBQ ribs from
Sauced.MNL. It was really delicious. The meat was well-cooked, falling off the bone. The wings were good, nicely crispy, and just the right size for a bite or two. It smelled good, and we had a battle on our hands to keep our four feet away
(all our dogs were begging for a taste, too!)
They mean it when they say the star is the sauce. It is so good! This is coming from someone who isn’t fond of sauces (I often prefer plain and simple food). That said, I would willingly BUY A BOTTLE of the sauces we tried today.
We were able to confirm that the sauces are made by the owner of Sauced.MNL himself. Sadly, they aren’t selling the sauce alone. More incentive to order the food (which is also delicious). The best proof is in the tasting, so don’t hesitate and order if you are in the covered area.

AXN Asia’s Instagram and Tiktok challenge is now trending as netizens share why their hometown is G.O.A.T. This was inspired by My Hometown Is G.O.A.T., the new Original Production by AXN Asia, in collaboration with the Department of Tourism (DOT).
A new challenge is making the rounds on Instagram and Tiktok as Filipino netizens proudly show off why their hometowns are the G.O.A.T. or the Greatest of All Time.
The social media trend, which uses the hashtags #AXNHometownGOAT and #[Name Of Your Hometown]GOAT, is inspired by the new Original Production by AXN Asia, in collaboration with the Department of Tourism (DOT), My Hometown Is G.O.A.T., which premiered last week on November 4.
My Hometown Is G.O.A.T. follows Megan Young and Mikael Daez, Gazini Ganados, and the PBA Moto Club comprised of Marc Pingris, JC Intal, Jayjay Helterbrand, and Rico Maierhofer as they revisit their hometowns in Zambales, Zamboanga, and Pangasinan along with nearby provinces, to showcase the best that these destinations have to offer.
In the spirit of the show, AXN Asia is calling on their Filipino audiences across the region to take to Instagram and TikTok to talk about their own hometowns in the Philippines and what they think to make these places the G.O.A.T.

I am not fond of salads because most of the time, they serve it with a dressing that uses mayonnaise (which I dislike) or something similar. That said, sometimes it is nice to try something different.
This recipe for a Vietnamese-Style Chicken Salad comes from Marions’ Kitchen. She has a video of how she made the salad, as well as the detailed recipe, which is very important for people like me who are more cookbook cooks than instinctive chefs.
This was easy to make and a hit with the family. I will definitely make this again. Thank you, Marion, for the recipe.
I did make a few changes to the recipe, mainly because I have family members who don’t like spicy food. I also prefer lettuce to cabbage in my salads so I switched that out.
Here’s the adjusted recipe, if you want to replicate what I did:
Vietnamese-Style Chicken Salad
Prep Time20 minutes mins
Cook Time5 minutes mins
Course: Salad
Cuisine: Vietnamese

- 2 cups shredded cooked chicken I used air-fried chicken thighs
- 1 small carrot
- 1/2 head finely shredded lettuce
- 1/2 small red onion about 1/4 if big onions are all you have
- 1/4 cup finely sliced spring onion scallions
- 1/2 cup mint leaves
- 1/4 cup roasted peanuts
Dressing
- 1/4 cup honey
- 2 tbsp white vinegar I used white rice wine vinegar
- 2 tbsp fish sauce
Crispy lumpia noodles
- 6 pcs lumpia wrapper cut into strips
For the dressing, mix all the ingredients together. Set aside until ready to serve.
To make the crispy wonton noodles, heat a small saucepan of oil over high heat. When the oil is hot, add the noodles and cook for a minute or until golden and crisp. Remove with a slotted spoon and drain on a paper towel. The noodles will crisp up even more as they cool.
Place the chicken, carrot, lettuce, onion, spring onion, and mint, in a large bowl.
Chop up the peanuts. I used a chopper but you can use a mortar and pestle too. Just make sure you don't chop too fine. Add these to the bowl with the chicken also.
Pour the dressing and mix until well combined. Pile onto a serving plate. Use your fingers to crush the crispy wonton noodles over the top. Serve immediately.
Changes from the original recipe:
The original recipe used cabbage. The lettuce worked better for me because I like my cabbage cooked.
She also included some chilies and shallots. These felt more optional to me but do try it the way she recommended.

People who have diabetes can benefit from stevia. Choosing pure stevia extract can help maintain normal blood sugar levels and should be used in moderation.
Stevia can also help cut down added sugar consumption, which can be beneficial for children. High sugar intake in children could lead to heart disease due to reconstructing triglyceride and cholesterol levels, contributing to children’s weight gain. Substituting added sugar for stevia can minimize these risks. At the same time, moderate consumption of foods with stevia and other sweeteners can prevent adverse side effects and promote overall health.
